This is the way i have done a lot of installations that did NOT worked before.
Never failed me (but if you have suggestions to this manual, please do so)
If you allready have installed the Skystar 2 do the following:
1 - In hardware properties (Device List) Disable the Skystar card and reboot
2 - Unistall dvbviewer and Technisat DVB software
3 - Manually Remove all files with the name: SKy*.dll from c:\windows\system32
4 - manually delete file SkyNET.sys in C:\WINDOWS\system32\drivers\
5 - check all files in C:\WINDOWS\inf\oem0.inf with notepad (LOOK FOR ALL NAMES: oem0.inf oem1.inf oem2.inf etc to find the SkyNET file.
in my case it was oem15.inf

SkyNET.INF - WinXP, Win2000, Win98 and WinME com ......

Delete oem15.inf and oem15.PNF (OR THE ONE YOU FOUND)
IF YOU DON'T DELETE IT, IT WILL TAKE THE WRONG INF FILE FOR INSTALL
Now that your system is clean, download latest driver from Technisat:
http://www.technisat-daun.de/download/en/soft/1018.zip
1 - extract it to C:\TS430\
2 - delete in C:\TS430\DVBViewer the setup.exe (is stripped down version of DVBviewer you won't need it)
3 - Check in the hardware properties (Device List) that the Technisat DVB card is NOT listed anymore, otherwise delete it yourself.
4 - reboot computer and when it starts it will say new hardware found.
point to the folder C:\TS430\ (this only will install the driver)
5 - reboot again and go to folder C:\TS430\Install and run Setup.exe (this will install registry settings and autostart for card) IGNORE error that something could not be installed
When all went well the card is now up and running after restart.
